Executive member of the Council ask a question from Ministry of HRD Govt. of India under Right to Information Act 2005 in which Sh. Dinesh Kumar under Secretary to the Ministry of HRD Govt. of India has given the reply on Dated- 25/10/2012 vide Ref. No. 1-12/2012 Sec-3(Part-I) that Ministry of Human Resource Development does not regulate the setting up of Education Boards. Union of India does not constitute any statutory body to regulate the establishment of the Education Boards/Council's in India.

IMPORTANT NOTE
1) In the Light of above mentioned letter recognition from the Ministry of Human Resource and Development, Govt. of India, doesn’t required by the Council of Secondary Education, Mohali.
2) According to J.P Unnikrishnan Vs Govt. of Andhra Pradesh, AIR 1993 Supreme Court 2178, Any Voluntary Institutes have right to Spread Education and issue Certificate/Diploma/Degree.
